ACTransit is actively searching for qualified candidates for the position of Transportation Superintendent.This position manages the delivery of transportation services for an operating Division, or other District location, including services provided by Bus Operators, Dispatchers, Transportation Supervisors, and clerical staff; and applies extensive knowledge of transportation operations in order to maintain the highest possible level of customer service. This is an unrepresented at-will classification.

Representative Functions

  • Manages the delivery of transportation services for the assigned Division, or vital District transportation function.
  • Supervises a large staff assigned to the Division or function; and conducts investigations, hearings, and counseling sessions; develops, mentors and guides staff in achieving goals and objectives; coaches and develops employees; provides constructive feedback on performance and behaviors; reviews and evaluates work; counsels, trains and handles personnel actions as needed Works closely with staff members in support of District goals for safe, courteous, and reliable transit services.
  • Monitors staff compliance with and trains staff in the District's policies, procedures, and Collective Bargaining Agreements; as well as local, state and federal rules and regulations. Ensures the proper maintenance of employee records and department statistics related to assigned operations.
  • Directs Operators and other assigned staff during emergencies or critical situations, equipment breakdowns, and service delays. May serve as a District representative and liaison at city or county emergency operations command centers.
  • Prepares and reviews incident reports, correspondence, bulletins and standard operating procedures. Makes recommendations for disciplinary actions, and participates in problem solving forums, grievance resolution, and related labor relations activities.
  • Interacts with internal District departments and outside agencies to identify and coordinate schedule and procedural improvements.
  • Provides input for the development of the District's budget for the Division or function; and manages the assignment of District resources to ensure that service objectives are achieved within the established budget; monitors assigned budget to ensure that funds are properly utilized to achieve goals and objectives.
  • Communicates, implements, and monitors adherence to OSHA regulations, as well as OSHA regulations in support of District safety
  • May participate in public and special interest group meetings and events as a representative of the District in order to facilitate public awareness of AC Transit programs and services, increase the customer base, and maintain and promote a high level of customer satisfaction.
  • Supervises the investigation and resolution of customer complaints; serves as point of contact for complaints as needed.
  • May develop and supervise special projects related to Division or location from inception to close-out; on time and within project scope and budget.
  • May be required to temporarily replace or act in the position of a senior District staff member, and may be required to perform some or all of that senior staff member's job functions on a limited-term basis.
  • Monitors and analyzes routes, Operator schedules, and Extra Board assignments; and makes recommendations to promote efficient, on time, and reliable transit services.
  • Works with the Maintenance department to ensure proper dispatch and availability of the District's diverse revenue vehicle fleet.
  • Travels to other sites and locations within or outside the District as needed
  • Stays abreast of changing laws, regulations, procedures, best practices and regulatory compliance requirements pertaining to transit operations
  • Performs related duties as required.
Minimum Qualifications

Experience: Six (6) years in a progressively responsible experience in transportation operations, at least three (3) years of which involved supervisory and/or management level experience and responsibilities equivalent to an AC Transit Assistant Transportation Superintendent or Senior Transportation Supervisor.

Education/Training: Equivalent to a Bachelor's degree in business administration, public administration, or a directly related field from an accredited college or university. Additional management level experience in bus operations at AC Transit or an equivalent large urban transit agency may be substituted for the college portion of the education requirement on a year-for-year basis.

Additional Information

Physical Requirements: (1) Must maintain the physical ability necessary to perform tasks in an office setting, operating multiple computers, keyboards, and other peripheral equipment. (2) Must maintain normal vision and hearing (with or without correction) on a continual basis. (3) Must maintain the physical ability necessary to safely drive a District vehicles, sit in a vehicle continually or intermittently; enter and exit vehicle quickly and frequently; stand, walk, and climb stairs frequently; grasp, lift, hold, and manipulate light items under twenty (20) pounds frequently, such as laptop computers, cell phones, clipboards and writing implements; occasionally lift heavier items and materials up to fifty (50) pounds; and occasionally stoop, kneel, or bend.

Special Requirements:Must be available to work evenings and weekends, and be on-call 24 hours a day, as required by the regular schedule, and the demands of the job.

License/Certification:Must possess or obtain, and maintain a valid California "Class C" driver's license and meet the District's driving standards.
