Incumbent performs specialized management & programmatic analysis functions in support of the Chief, Mental Health Services (MHS) administrative & clinical data monitoring, reviews,assessments & reporting local, VISN & national program policy reviews & assessments that impact the MHS. Functions are the administrative analysis & support of the MHS programs & functions & monitoring of budget, staffing & logistics resources.

Performs administrative work which includes analysis of the efficiency and effectiveness of the day-to-day and long-term operations of all Mental Health Service (MHS) programs. Continually assists the Chief, MHS & Administrative Officer in the monitoring, analysis & development of plans for programs to meet new program objectives or performance measures.Identifies objectives based on an understanding of the program, overall priorities, & related efforts in the organization. Incumbent assists in the development of new mental health contracts. Assists in the development of schedules & approaches to meet unusual requirements or unanticipated changes. Assists the Administrative Officer in estimating & monitoring the resources required for the successful operation of the MHS both current & future. Analyzes all workload within the MHS utilizing various internal and external data bases such as VISTA, DSS, ARC and VSSC & makes recommendations to Mental Health leadership staff regarding the appropriate distribution between and among the various programs including appropriate & staffing mix. Develops cost analysis data for current & proposed mental health programs. Researches and maintains current knowledge base of new and/or improved business and management practices relevant to mental health operations. Analyzes new or proposed legislation or regulations to determine impact on program operations and management. In collaboration with the Chief, Mental Health Services & the Administrative Officer, incumbent develops management & program evaluation plans including procedures & methodology. Provides analysis & critical evaluation of proposed changes in mission, operating procedures or delegations of authority to the Mental Health leadership group. Provides analysis of facility and service funding mechanisms in order to optimize patient care & support funding for mental health programs. Incumbent provides analysis of employee survey data to determine ways to improve operations & satisfaction. Incumbent is responsible for the development and maintenance of a tracking system to coordinate all Mental Health Service suspense items to ensure their timely completion & submittal.
