WORKING JOB DESCRIPTION
This position serves as the Section Chief and head supervisor of the Medicaid Policy and Compliance Section within the Louisiana Department of Health, Bureau of Health Services Financing, Medical Vendor Administration (otherwise known as Medicaid). The position is responsible for overseeing and directing the managing units/functions that are critical in the administration of the Medicaid Program through its program management authorities, including: 1) Medicaid administrative rulemaking activity; 2) Medicaid State Plan activity; 3) Medicaid Provider Manuals & Resources activities; 4) public and tribal notifications to allow for public comment on program changes; and 5) policy activities in conjunction with the Medicaid agency's federal partner, the Centers for Medicare & Medicaid Services (CMS).

The position is responsible for managing and directing the timely drafting of rules and Medicaid State Plan amendments and is responsible for ensuring the maintenance of the Medicaid State Plan, provider manuals, along with the tribal consultation process which is a federal technical requirement. The State Plan Unit activities are critical to securing approvals from CMS, which is the basis for the agreement between the department and the federal government to secure federal financial participation (FFP) for the administration of the Medicaid Program including eligibility and covered services. The position ensures compliance with Act 214 of the 2013 Regular Session of the LA Legislature, which mandates the publication of all State Plan Amendments and official CMS correspondence on the Department's website within 24 hours of CMS submission or agency receipt from CMS. The Rulemaking Unit ensures that monthly rulemaking publications meet the definition as set forth by the Louisiana Administrative Procedure Act for agency statements, guides, or requirements for conduct or action on the affairs, actions, or persons regulated by the agency, which implements or interprets substantive law or policy, or prescribes the procedure or practice requirements of the agency.

The Section Chief analyzes federal and state regulations, laws and legislation to ascertain its impact on the operations of the Medicaid Program. The position supervises and directs the work of high-level professional staff, including senior managers and clerical staff.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional experience in administrative services, economics, public health, public relations, statistical analysis, or in providing social services or health services. Two years of this experience must have been at the supervisory level or above.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required general experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required general experience.
A Juris Doctorate will substitute for one year of the required general experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of required general experience.
A Ph.D. in the above fields will substitute for two years of the required general experience.
Advanced degrees will substitute for a maximum of two years of the required general experience.
