Minimum Qualifications

Acceptable Experience and Education
High school diploma or GED and four (4) years of inventory, store keeping or related experience, in addition two (2) years of supervisory experience.

Orany equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso

Typical Duties

Essential Duties
Supervises department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Attends and participates in meetings, training and information sessions;

Motivates and works with employees to correct deficiencies;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan;

Assists with managing the career development and performance of staff assigned;

Meets with staff to identify and resolve problems;

Performs printing and photocopying work;

Programs, checks and updates postage rates and freight rates on county postage metering machine;

Supervises express mail transactions;
Monitors and maintains express mail account, distributes incoming and outgoing mail;

Balances and audit daily cash receipts;

Develop and maintains preventative maintenance schedules for all print shop and mailroom equipment;

Provides training and instruction on various equipment;

Performs moderately complex clerical and warehouse work coordinating all commodities and equipment movement and storage;

Performs procurement work placing and expediting orders for diversified goods;

Coordinates assigned services and activities with those of other divisions, outside agencies, and organizations;

Operates risograph printers and digital copier equipment in the reproduction of single and multi-color printed material and transparencies;

Operates auxiliary print shop and mail equipment, binder, collator, paper cutter, drill, perforating numbering machine, puncher, tape binding machine, postage meter, digital postage scale, cash register in addition to routine office equipment;

Receives all incoming mail and interdepartmental mail, sorts according to appropriate destination, and distributes to all county departments;

Balances and audits daily cash transactions;

Manages and adjusts workload schedules as required do to priority and need;

Manages and maintains postage meter replenishing postage at the post office as required;

Maintains printing, copy, finishing, and mail equipment;

Keeps a working inventory of printing and copying supplies in stock to insure timely production to meet departmental requirements;

Provides guidance, training, and instruction on the operation and maintenance of equipment and activities within the Print/Mail operation;

Receives materials, equipment and hardware;

Ensures correctness of quantity and quality and maintains records of stock received;

Disperses and delivers supplies, materials, and equipment from the stock room;

Maintains the orderliness of the stockroom; places stock in proper bins and racks;

Takes inventories of all items in stock and maintains optimum inventory levels to insure timely deliveries to meet departmental requirements;

Recommends layouts for maximum use and operation of warehouse or storage space.

Operates materials handling equipment; ensures that items are properly and safely stored;

Receives and disburses materials, furniture, equipment and commodities ordered by county departments and insures items are labeled by the inventory analyst prior to delivery to the department;

Maintains records and files

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties*
Performs such other related duties as may be assigned.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Purchasing Utility Lead works under general direction, supervises and manages print shop/mailroom section and all related functions; organizes, prioritizes and schedules print jobs, performs complex redevelopment and creation of print originals to master ready status.

Knowledge of: printing equipment, mail postage equipment, duplicators, digital copiers and finishers and related equipment; mail room procedures and postal regulations; warehousing procedures and paper flow, bills of lading and invoicing; office practices, equipment, and materials; a variety of commodities; the principles and practices of effective customer service; principles and practices of supervision, training and performance evaluation; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Skill/Ability to: use a variety of printing equipment, copiers, cash registers, mail room and office equipment; lead and motivate subordinates; complete projects on time and within budget; operate personal computer using standard Office operating software and general office equipment; make decisions involving a variety of factors and a high degree of concentration and resourcefulness; communicate effectively both orally and in writing; make mathematical computations; prepare clear, concise and comprehensive written reports, and staff studies; schedule, supervise, train and evaluate assigned staff; and establish and maintain cooperative and effective relationships with those contacted during the course of work.

The County of El Paso offers a very comprehensive benefit package (some benefits may not apply to part time or temporary employees) consisting of the following:
HOLIDAYS
16 holidays per year as recognized.
VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after6 monthsof continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through 4 years of service)
15 days (5 through 14 years of service)
20 days (15 years of service or over)
SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 10 days of sick leave per year.
MISCELLANEOUS PAID LEAVES
Military Leave ? 15 days of paid leave per fiscal year for active military service
Bereavement Leave ? 3 days of paid leave for the death of an immediate family member

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Full-time employees become a member of TCDRS upon hire. All employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.
