The Position

Incumbent works under the direction of the Supervisor, Health Data and Vital Statistics or designee, collecting, analyzing and interpreting health related data to evaluate current public health services and assist in program planning and development of health priorities in Douglas County.

Essential Functions

Design appropriate methods for collecting and reporting health issue data, conducting statistical and fieldwork projects.

Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.

Collect and analyze statistical, economic, and administrative data to assess the effectiveness of community health programs and services.

Interpret statistical measures to adjust, weigh, and assess the significant differences, trends, or relationships that exist among data.

Prepare graphics and other materials for use in various presentations.

Work with staff and other agencies to present the findings, conclusions, and recommendations.

Work with departmental project teams in the development of grant proposals and applications.

Assist staff in developing surveys and data collection techniques.

Identify existing alternate data sources for acquiring data.

Prepare and maintain various records, reports and other departmental documentation.

Maintain inventory of equipment and supplies, preparing purchase orders for approval.

Collaborate with community agencies regarding public health preparedness.

Participate in public health emergency response training and respond as directed in a public health emergency.

Serve on inter-departmental or community committees, as directed.

Respond to inquiries from the public.

Assist in performing general office duties.

Attend meetings, training sessions, seminars, workshops, etc., for professional development.

Safely operate a motor vehicle when required to travel on County business.

Report to work at assigned location with regular predictable attendance.

Perform other related duties as assigned.

Education and Work Experience and Other Requirements

Bachelor's degree from an accredited college or university in Statistics, Mathematics, Health/Life Sciences, Epidemiology, Public Health or Community Health required.

Twelve (12) college credit hours in statistics related coursework.

Two (2) years of experience statistical software (e.g. SPSS, SAS) and data management required.

One (1) year of work experience in Community Health, Health Data Analysis, Epidemiology or Public Health preferred.

Must possess a valid driver's license and own mode of transportation at the time of hire and maintain it throughout the course of employment.

Physical Requirements & Working Conditions

Work is generally performed indoors in an office setting. Noise level is usually moderate. Hours of work are generally standard day-shift hours however work hours may occasionally include weekend, emergency call-in and overtime hours. Incumbents may encounter uncooperative or irate persons while performing duties.

Work requires some physical activity, including extended periods of sitting and standing, frequent walking, and occasional balancing, kneeling, bending, and reaching. Work also requires the ability to frequently lift and carry supplies, equipment and documents weighing up to 10 pounds, and occasionally up to 35 pounds.

Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
