Job Announcement

Performs advanced-level professional analytical and technical work for multiple administrative functions in support of the Board of Supervisors. Provides supervision of the Clerk to the Board of Supervisors branch. Oversees and manages the preservation and documentation of the legislative actions of the Board of Supervisors. In the absence of the Clerk to the Board of Supervisors, serves as Acting Clerk and assumes such responsibilities. Attends and/or coordinates and assigns staff to attend the meetings of the Board of Supervisors, both regular business meetings and committee meetings. Oversees and manages meeting preparation. Oversees, edits, and finalizes the production of the Clerk's Board Summary. Prepares the final board matters for the County Executive's senior staff. Using the County Executive's board agenda package, supervises the preparation of draft summary narratives of each board item. Identifies, tracks, and analyzes for assignment Board requests for response. Identifies, recommends, and works to implement complex strategic process improvements for the Clerk to the Board of Supervisors branch. Coordinates supplements to the Code of the County of Fairfax. Manages the administration of the research center. Oversees the tracking, composing, and forwarding for publication, legal notices of public hearings in accordance with State law. Supervises the creation and coordination of letters and applicable legal documentation regarding notifications of board actions on land use applications. Oversees finalizing and filing of Ordinances and Resolutions of the Board of Supervisors. Manages the office email box, including the assignment and tracking of requests and the archiving of materials in accordance with the Library of Virginia record retention schedules. Tracks and monitors responses to inquiries from the public. Resolves a variety of constituent issues. Conducts special projects at direction of agency director. Must be available to attend all meetings of the Board of Supervisors, which may extend beyond business hours.

Note:This position will be incorporated into the Administration Branch of the new Department of Clerk Services. The functional area(s) of this position are public administration, records management, logistics, and/or project management.

Illustrative Duties

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);
Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
Ability to identify possible solutions for solving business problems;
Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
Ability to make oral presentations to department management, other departments, or the public;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to supervise and train staff;
Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Bachelor's degree in management, public administration, or related field.
Two or more years ofsupervisory experience.
Experience working directly with elected or appointed officials.
Proficient in Foxit and Microsoft Office(MS Word, Outlook, Excel, and PowerPoint).
Working knowledge of and experience with board package software such as Diligent Board Books, and web posting.
Excellent oral and written communication skills.
Strong skills in proofreading, editing, with attention to detail.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and credit check.

PHYSICAL REQUIREMENTS:
Duties are generally sedentary, performed in a normal office environment. All duties performed with or without reasonable accommodations.
