The Georgia Department of Human Services (DHS) delivers a wide range of human services designed to promote self-sufficiency and well-being for all Georgians. The department is one of the largest agencies in state government with an annual budget of $1.8 billion and nearly 9,000 employees.DHS is comprised of three Divisions: the Division of Aging Services, the Division of Child Support Services, and the Division of Family and Children Services.

The Georgia Department of Human Services (DHS), Division of Child Support Services (DCSS) is seeking candidates for the position of Advocate2. This position is based at the DCSS office located in Carrollton, CarrollCounty, GA.

DCSS is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs to include but not limited to Fatherhood, Prison Re-Entry and Problem Solving Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child's life.

Job Description

Pay Grade: H

  • Establishes child support obligations and ensures that such obligations are met.
  • Communicates with clients and other constituents via telephone, email correspondence and direct contact to ensure that support obligations are met.
  • Manages a caseload to ensure that child support obligations are met.
  • Promotes Problem Solving Case resolution efforts and performs the core work and activities to include enforcement of orders, attending court hearings, addressing case management alerts, responding to customer inquiries, conducting weekly meetings, etc.
  • Engages in outreach efforts to recruit community partnerships to supplement existing services.
  • Identifies and meets with employers to secure employment for program participants.
  • Develops and maintains a comprehensive public relations process through the assessment of needs and referrals to resource providers who can provide necessary support and resources to address identified barriers.
  • Performs other professional responsibilities as assigned.

Core Competencies:

  • Ability to use customer service skills to include active listening and sound judgment.
  • Excellent oral, written, presentation and interpersonal communication skills.
  • Strong proficiency in the use of Microsoft Office Suite, and/or standard software applications typically use in a corporate environment.
Minimum Qualifications

  • Bachelor's degree in a related field from an accredited college or university.
OR
  • High school diploma or GED equivalent and two (2) years human services or legal services case management work experience.
OR
  • Three (3) years military experience as a commissioned or non-commissioned officer with an honorable discharge or serving as an active reservist.
OR
  • One (1) year work experience as a DCSS Agent 1, Agent 2 or Agent 3.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Skills/Qualifications:Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:

  • Bachelor's degree in a behavioral science (criminal justice, psychology, sociology, etc.) or a business degree (management, public relations, hospitality, marketing, etc.) from an approved, accredited college or university and two (2) years' work experience within a government judicial system as a parole/probation officer, court counselor/advocate, officer of the court, etc. for low risk offenders.
